Estrella Foothills Specific PlanProud Heritage Strong Future
The Estrella Foothills signifies a natural beauty of plentiful and diverse opportunities. A distinct character and heritage like no other provides a framework to build on a vision for future development while preserving areas of the natural topography.
The City of Avondale adopted the General Plan in 2002 which encompasses the area between Lower Buckeye and the Estrella Mountains. The City is proposing an amendment to the General Plan for this area. Through the amendment process for this specific area, the City will provide, in partnership with the community, an opportunity to reflect on those land uses previous adopted and study new land use patterns, transportation corridor connections, river and trail corridors, future development opportunities and other development alternatives.
Staff accepted comment on the draft plan in September and October 2009. Following this comment period, staff made changes based on public comments and completed the Public Hearing Draft. The Public Hearing Draft is now available for review and will be presented to the Planning Commission at their meeting on November 19, 2009. The public is invited to attend the Planning Commission meeting and provide comment to the Commission.
Following the Planning Commission hearing, staff will amend the draft plan based on public comment and direction of the Commission to create a final draft plan to be presented to the Planning Commission and City Council in early 2010 for adoption.
In January 2009, staff mailed out public comment cards to all property owners within the Estrella Foothills area. On February 11, 2009, City staff held an open house for citizens to come and review the three Land Use Alternative Plans: Alternative 1 Alternative 2 Alternative 3
The three alternative plans and the public comments gathered through the comment cards and at the open house were presented to the City Council on March 9, 2009. At that meeting, the Council selected Alterative 2 as the Preferred Alternative with some alterations. The result is the Preferred Alternative Land Use Plan.
