Q What is a cross connection?

A A cross connection is any actual or potential physical connection between a public water system or the consumer’s water system and any source of non-potable liquid, solid or gas that could contaminate the potable water supply by backflow. Examples of “cross-connections” are: post mix soda machines, soap aspirators, chemical injectors, cooling towers, boilers and chillers connected to the potable water supply.

Q What causes backflow?

A Backflow might occur either by back-pressure or back-siphonage. Back-siphonage can be caused by high velocities in pipes from maintenance, line breaks, or fire fighting. Back-pressure occurs when the pressure at the point of use is higher than the supply pressure. Sources of back-pressure include booster pumps, boilers, elevated piping, and interconnections with auxiliary systems.

Q Why do I have to test my backflow prevention assembly every year?
A Backflow Prevention Assemblies are installed to protect your drinking water from potential sources of contamination. The only way to ensure that they are working properly is to have them tested by a “Certified Backflow Assembly Tester”, The Uniform Plumbing Code Section 603, and Title 18, Chapter 4 of the Arizona Administrative Code requires annual testing of installed backflow prevention assemblies.

Q Who can test backflow prevention assemblies?

A All Backflow Prevention Assemblies must be tested by a person certified in the State of Arizona as a “Backflow Prevention Assembly Tester”, The City of Avondale has compiled a list of Approved Backflow Tester List for our customers. A list of Certified Backflow Assembly testers can be found at

Q How can I add my company name to the city of Avondale’s Approved Backflow Tester List?
A The following is a list of requirements: 
  1. Current Tester Certification for all testers employed by your company
  2. Proof of Current Liability Insurance - $1,000,000.00
  3. Current Test Equipment Calibration for all test gauges being used in the City
  4. Current City of Avondale Business License
  5. Phone Number
