Utility Services Information

To sign up for new residential service please complete the WATER/SEWER/REFUSE SERVICE APPLICATION.  

To access application click on one of these links. English or Spanish 

Completed applications can be submitted to Utility Billing by FAX (623) 333-0201,
  MAIL or IN PERSON at the One Stop Shop area at
Avondale City Hall, 11465 West Civic Center Drive, Avondale, AZ 85323.

Business Hours for City Hall and the Customer Service Center:
Monday - Thursday, 7:00 am - 6:00 pm.  

  • All new residential accounts require a deposit
  • Payment options for deposit are:
    • $175 paid in full at time of application
    • $200 billed installments with $80 due at application
  • All unoccupied residential accounts require a $250 deposit due at application 
  • Commercial account require a $300 deposit due at application
  • When services are disconnected for non-payment the deposit required to re-establish   
          services is increased to $250
  • Deposits will be refunded when service is discontinued and account is paid in full
  • Water application service fee:
    • $60 for standard service (next business day or after) 
    • $100 for same day service (must be paid by 5:00 pm)      
  • To accommodate for inspections of homes for sale, real estate agents will be allowed to turn-on water for three days with payment of $100 service fee

Note: In May of 2010, the State of Arizona adopted House Bill 2450, which imposed limits on a municipality’s ability to collect delinquent utility bills from the owner of the property. State law now requires a city to enter into a contract with an individual to provide service for utilities. Because of this state law, the City of Avondale had to make changes to its City Code.
