Kevin Kotsur, Chief of Police, is a native of Arizona, growing up in Mesa. Prior to coming to Avondale, Chief Kotsur served with the Tempe Police Department for 22 years, retiring after serving five years as an Assistant Chief. As the Assistant Chief in Tempe, Chief Kotsur oversaw the Support Services Division, Professional Development, Records, Communications, Operational Support and Volunteer Services. Chief Kotsur is a graduate of Northwestern University's School of Police Staff and Command. Additionally, he earned a Bachelor of Arts degree from Arizona State University and an MBA in Business Management from Western International University.

Dale Nannenga was hired by the Avondale Police Department in November 2004. He is currently the Assistant Chief over the Operations Division of the police department. The Operations Division is staffed with four lieutenants who supervise the two Patrol Bureaus, the Criminal Investigations Bureau, and the Patrol Support Bureau. During his tenure with the Avondale Police Department he has supervised the Criminal Investigations Bureau which included such areas as the Persons/Property Unit, Special Victims Unit, Street Crimes Unit, School Resource Officers, the Identification Technician and the Property and Evidence Section. He retired from the Tempe Police Department with 25 years of service. His law enforcement career includes service in the field training of new officers, hit and run investigations, narcotics investigations and the sex crimes detail. Dale grew up in the Mesa area and has a Bachelor of Arts degree from Western Illinois University. In 2007 Dale graduated from the FBI National Academy.

Lynn Parkin was hired by the Avondale Police Department on May 24, 2004 as the Assistant Chief of Police. She spent the previous sixteen years with the Peoria Police Department. There, she rose to the rank of Lieutenant and served in numerous areas to include Field Training Officer, Recruit Training Officer at the Police Academy, Recruitment Team, Honor Guard, Bike Patrol, Criminal Investigations, Public Information Officer, Accreditation Manager, CISM/Peer Support Coordinator, Administration and Hiring. In 1994, Lynn was named Officer of the Year and in 1997, was named Supervisor of the Year.
Lynn earned her Bachelor's Degree from the University of Kansas and her Master's Degree from Northern Arizona University. She is also a graduate of the Northwestern University School of Police Staff and Command where she earned the Kreml Award for Leadership.

Mike Sgrillo originally grew up in the North Phoenix area where he attended Thunderbird High School . He has been with the Avondale Police Department since 1993 and has been assigned to several different areas to include, SWAT, FTO. Detectives and Hostage Negotiations. Mike received his Bachelor’s degree in Public Safety Administration from Grand Canyon University . Mike is currently assigned to the patrol division and besides supervising two patrol squads, he manages the police department fleet of vehicles, equipment and supplies.

Memo Espinoza grew up in Avondale and attended Agua Fria High School . Memo is a former Marine and has been with the Avondale Police Department for twelve years. During Memo’s police officer career he has worked as a detective, corporal and sergeant with experience in criminal investigations, hiring, recruitment and training and SRD Sergeant. Memo also served 6 years as a member of the Tactical Operations Unit (SWAT) as an operator and also is trained as a negotiator for the team. Memo is also the Avondale Police Department’s Public Information Officer.
Memo earned a Bachelor’s Degree in Public Safety Administration from Grand Canyon University and his Master’s in Business Administration from the University of Phoenix . Currently Lt. Espinoza is the Avondale Police Jail’s Lieutenant as well as a patrol lieutenant.

Mirela Butler was hired by the Avondale Police Department in September 2004 and is currently assigned to the Patrol Division. She began her Law Enforcement Career with the Tempe Police Department in July 2001. During her tenure with the Avondale Police Department, Lieutenant Butler has held several assignments: Criminal Investigations Bureau-Sex Crimes Detective; Patrol Sergeant, Property Crimes Sergeant, Persons Crimes Sergeant and Special Victim Unit Sergeant. Mirela holds a degree in Justice Studies from Arizona State University and a Masters Degree in Organizational Management from University of Phoenix.

Kimberly Martinez was hired by the Avondale Police Department in April 2003. Kimberly has over 15 years experience in business management and administration in both the private and public sectors. Prior to coming to the Avondale Police Department, Kimberly served as an Administrative Services Officer with the Department of Corrections.
Currently, Kimberly is assigned as a Senior Management Analyst in the Office of Fiscal Management of the Avondale Police Department. In this position she is responsible for the overall fiscal management of the police department’s budget.
Kimberly has an Associate’s Degree in Accounting and Business Administration from Manchester Community Technical College, a Bachelor’s Degrees in Business Administration and Business Management from the University of Phoenix and a Master’s Degree in Public Administration from Arizona State University.
