The City has various projects funded all or in part through federal grant programs (i.e., Community Development Block Grant Program, Home Investment Partnership Program). Pursuant to U.S. Department of Housing and Urban Development (“HUD”) regulations and as part of the Consolidated Planning process, the City is required to certify to HUD that the City engages in fair housing planning. In connection with this certification, the City is required to identify and rectify the impediments that deter residents from having fair housing choices within the City. The Southwest Fair Housing Council will perform an Analysis of Impediments to Fair Housing Choice and prepare the City’s Fair Housing Plan (“FHP”) in compliance with the HUD regulations. The study identifies the impediments that deter residents from having fair housing choices within the City of Avondale. The FHP states how the City will act on its responsibility to address the impediments and take appropriate action(s) to overcome the effects of any impediments, and other actions that will be undertaken to affirmatively further fair housing.
